Articulation Agreement

between

PENNSYLVANIA HIGHLANDS COMMUNITY COLLEGE

and

THE PENNSYLVANIA STATE UNIVERSITY,
The Altoona College

on the

Bachelor of Arts in Letters, Arts, and Sciences


The Pennsylvania State University (PSU) through the Altoona College (PSAC) and Pennsylvania Highlands Community College (PHCC) sets forth the condition upon which PSU will consider graduates of the Associate of Arts in Liberal Arts (AALA) program at PHCC for admission into the Bachelor of Arts in Letters, Arts, and Sciences (LASAL) at Penn State Altoona.  This document sets forth those conditions which the parties hereby agree to.
 

A. Rationale for the articulation agreement

This agreement applies only to the AALA program that is currently constituted and delivered at PHCC as of the 2004-05 academic year.  PHCC is a relatively new community college located in the service area of Penn State Altoona.  The purpose of this agreement is to facilitate the transition of Associate of Arts in Liberal Arts graduates to the Bachelor of Arts in Letters, Arts, and Sciences (LASAL) program at Penn State Altoona.
 

B. Description of how the agreement may be renewed or terminated

1. PHCC agrees to promptly notify Penn State Altoona (PSAC) upon any substantive modification to the curriculum of the AALA program, and further agrees that the terms of this agreement will no longer hold unless PSU provides a written approval that the curricular changes do not alter the intent of this agreement.

2. PSAC agrees to provide PHCC with information about the B.A. in Letters, Arts, and Sciences program of study and any changes to the curriculum, should they occur.  Conditions for admission into the B.A. in Letters, Arts, and Sciences program are stipulated in Section D of this document.

3. PHCC and PSAC agree to review the terms, conditions, and effects of this agreement every five years.

4. The terms of this agreement shall remain in effect, except as stipulated in certain previous terms listed herein, until terminated by either party.  Any party may terminate the agreement with or without cause, on the provision of 120 days written notice to the other parties.
  

C. Estimate of the number of students transferring to Penn State annually.

Initially, 5 students annually are expected to transfer to Penn State.
 

D. Admission requirement and transfer of academic credits

1. PSU agrees that graduates of the AALA program at PHCC meet the admission standards of the B.A. in Letters, Arts, and Sciences at Penn State Altoona, if they satisfy the following conditions:

a. Applicants with at least of 2.0 Grade Point Average are eligible for admission into the B.A. in Letters, Arts, and Sciences

b. Applicants agree as part of the admission requirements to consult with a Penn State advisor in the B.A. in Letters, Arts, and Sciences program to select an option in B.A. in Letters, Arts, and Sciences, and prepare a proposal for completion of the degree.

c. Successful completion of 60 transferable credits with a grade of “C” (2.0 grade points per credit) or better:

Notes:

(1) HUM 100 (Introduction to Humanities, 3 cr.), HUM 115 (Introduction to the Liberal Arts, 1
cr.), and HUM 140 (Liberal Arts Seminar, 3 cr.) will transfer as elective credits.  The only course in the core of AALA that will not transfer is STU 100 (College Study Skills, 1 cr.).

 (2) PHYS 100 (Applied Physics, 3 cr.) and PHYS 101 (Applied Physics Laboratory, 1 cr.) are
the equivalent on PHYS 150 at PSU, which is a 3 cr. course.  The remaining credit will transfer as elective credit.

 (3) SPA 101 (Spanish I) and SPA 102 (Spanish II) are 3 credit courses.

g. Students must meet PSU’s conduct standards in regard to known behavioral problems.
 

E. Advising and special services at both the non-Penn State location and Penn State Altoona.

Penn State Altoona agrees to provide advising information to PHCC about the B.A. in Letters, Arts, and Sciences and other baccalaureate degree programs, and will provide representatives to visit the campuses of PHCC for recruitment activities.

Pennsylvania Highlands Community College agrees to supply addresses or address labels for each year’s graduates of the associate degree program in Liberal Arts to aid in the recruitment of students to Penn State Altoona.  Address labels should be sent to, Admissions and Enrollment Services, Penn State Altoona, 3000 Ivyside Park, Altoona, PA 16601 and to Admissions, Penn State Dubois, College Place, Dubois, PA 15801.
 

F. Impact of the agreement, if any on other programs, colleges, or campuses of the University, including evidence of consultation with Penn State.

This program is designed to facilitate the transfer of associate degree graduates in Liberal Arts from PHCC to Penn State Altoona.  Cambria County is part of Penn State Altoona’s service area, so the impact on other programs, colleges, or campuses of the Pennsylvania State University is expected to be minimal, if any.  However, other Penn State campuses and colleges have the opportunity to adhere to this agreement as it applies to PHCC’s AALA graduates and PSU LAS programs.

This agreement constitutes the entire agreement and terms of understanding among the parties named herein and supersedes any prior agreements or understandings among the parties.
