Faculty Office Computing at
Penn State Altoona
Strategic Planning Committee for Information Technology
- A faculty computing account should be created which funds the acquisition (both initial and replacement/upgrade) of computers to be placed in faculty offices. This is the fund that computer center staff should routinely use when dealing with faculty computing.
In consultation with this committee, computer center staff should identify a configuration of a computer that is expected to meet the computing needs of most faculty at Penn State Altoona.
- A second account, under the direction of the division heads, should be established to fund requests for technology which exceed the standard configuration noted in point 1.
- Upon the third anniversary of their current desk-top computer, every faculty member will be eligible to be considered for purchase of a new one. This new computer will be expected to meet the most current standard configuration. Computers acquired through use of temporary funds (including start-up funds) are excluded from the replacement cycle. Their maintenance and replacement is the responsibility of the faculty member.
- Should faculty, in consultation with the computer center staff and division head, decide that a different hardware configuration better meets their computing needs, an attempt will be made to accommodate their preferences within the constraints of the cost of the standard configuration. If the desired hardware exceeds the cost of the prevailing standard and if the division head agrees with the additional request, the division head can authorize expenditure of a separate fund under the direction of the division head.
- Requests for second computers (typically a laptop for field studies) and most peripherals will be evaluated by respective division heads and funded through the account under division head control.
- Faculty
allocated on-campus research space should consider requesting a laptop with
docking station as their office computer. The purchase of a second docking
station for their research space will then eliminate the need for a second
computer.
- The Information Technology Committee (ITC) of the Faculty Senate may be called upon for technical advice and recommendation should disagreements arise between a faculty member and a division head concerning either the configuration of a faculty computer or the acquistion of a second computer or peripheral equipment.
- When a faculty member's office computer is to be replaced, the faculty member may request to use the old computer at a non-university location. University policy regarding such requests is found at GURU FN14. Approval by the Division Head and Associate Dean is required. Ownership of the old computer remains with Penn State University.
In filling out the "Request for Authorization to Use University Tangible Assets at a Non-University Location," the faculty must explicitly state the use to which the computer will be put (e.g., to support your teaching, research, or service). Once completed, this form must be signed by your division head and by the Associate Dean. A copy of this signed form will be kept on file in the Associate Dean's Office. If the intended use at a non-university location is to exceed 30 days, a signed copy of this form must be sent to the Property Inventory Office at University Park.
The form is found at: http://guru.psu.edu/forms/6-03RequestForAuthorizationToUseUniversityTangibleAssetsataNon-UniversityLocationFRM3.PDF
- Upon retirement from the university, a faculty member may request the purchase of their office computer. When requested by a faculty member, the Business Office at Penn State Altoona will ask the Surplus Property Office to establish a non-negotiable value of the office computer. See GURU BS15, Disposal and Purchase of Obsolete, Surplus or Scrap University Owned Equipment, Supplies and/or Materials.
- The Computer
Center will maintain a list of all computers taken out of service. Faculty and
staff may inquire about the availability of surplus computers and arrange their
purchase as in 9 above.
